The Rebirth Update description confirms that rebirth multiplies all Speed and Cash you earn. It separately describes 20 trails that multiply treadmill Speed. These bonuses target different parts of the ranch loop.
When your next area requires more Speed, check your treadmill and equipped trail. When considering a rebirth, read the menu’s requirement and reward together. The official description alone cannot tell you the best rebirth timing.
